This is to certify that Mr. John Le Page, a Canadian British subject, holder of passport No.20296 issued at Ottawa on 2nd April, 1919, arrived at Saigon from Hongkong on January 26th last. He has been seeking work and has failed to find it. He is now being sent back to Hongkong, as being the port from which he came here and as being a point on the direct route to Canada. Mr. Le Page is travelling on the S.S. "Kiukiang", the Master of which vessel has consented to take him as a passenger at my urgent request. The Hongkong Authori- ties are requested to allow Mr. Le Page to land, as his con- tinued presence at Saigon is, in view of the circumstances,

undesirable.
